From the Outlook Express main screen, choose the Tools -> Options:

Select the Security tab:

Set the Virus Protection to Restricted Sites Zone

Block access to virus attachments in Outlook Express 6

Earlier versions of Outlook Express do not posses a attachment blocking facility 

You can enable or disable the blocking of attachments in the following way:

1. Start Outlook Express
2. Select Options off the Tools menu
3. Click the Security tab
4. Under Virus Protection, uncheck or check the box labeled "Do not allow attachments to be saved or opened that could potentially be a virus".
5. Click OK
